The census does not count citizens - it counts bodies which is why the Dems are trying to import illegals to become blue voters. China supports this knowing chaos in the United States is very much a part of their long term plan to dominate the west. Projections for Future Congressional Seat Shifts (e.g., after the 2030 Census):
States that Gained Congressional Seats (mostly "red" or swing states) after the 2020 Census:
Texas: Gained 2 seats.
Colorado: Gained 1 seat.
Florida: Gained 1 seat.
Montana: Gained 1 seat.
North Carolina: Gained 1 seat.
Oregon: Gained 1 seat.3

The movement of citizens from higher-tax, higher-cost-of-living blue states to lower-tax, more affordable red states is a significant driver of these shifts in congressional representation. This demographic change also has implications for the Electoral College, as a state's electoral votes are tied to its total number of congressional representatives (House + 2 Senators).5
