Sanctuary Cities - Who Voted For It

The legacy media always provides these nebulous answers to the creation of sanctuary cities. It never made much sense to me so I looked into it. Quite frankly the extent of it and its authoritarian beginnings were a bit shocking but in this world, given our political class, not surprising.
Internet research based on liberal bias provides a BS answer to sanctuary cities that translates to: local governments decide whether they are a sanctuary city. Why.. because the taxpayers will never pass it. Understandably there is now a movement nationally to vote out sanctuary cities.
For example in Texas
In Texas, no city has formally declared itself a sanctuary city. While there are no sanctuary cities in Texas, several cities in the state do not fully cooperate with federal authorities enforcing immigration law
. The Texas legislature has been in the process of passing a bill to ban sanctuary cities, aiming to force local police officers to cooperate with federal immigration authorities and prohibit cities from obstructing officers enforcing immigration laws as passed by the United States
.Senate Bill 4 (SB 4), passed by the Texas Legislature in 2017 and signed into law by Governor Greg Abbott, aims to outlaw sanctuary cities by requiring local police to cooperate with federal immigration authorities

The sanctuary jurisdictions are listed below. These cities, counties, and states have laws, ordinances, regulations, resolutions, policies, or other practices that obstruct immigration enforcement and shield criminals from ICE — either by refusing to or prohibiting agencies from complying with ICE detainers, imposing unreasonable conditions on detainer acceptance, denying ICE access to interview incarcerated aliens, or otherwise impeding communication or information exchanges between their personnel and federal immigration officers.
A detainer is the primary tool used by ICE to gain custody of criminal aliens for deportation. It is a notice to another law enforcement agency that ICE intends to assume custody of an alien and includes information on the alien's previous criminal history, immigration violations, and potential threat to public safety or security.
